This department has had a long history of being involved in highly destructive logging in Victoria's high-value forests with little or no science to validate its assessments. It also has a long history of concealing research on Victoria's native forests: it neither publishes the findings in science journals nor allows access to the research for review by interested parties.
DNRE depends on the proceeds of logging and woodchipping to fund its forestry section, while it is also responsible for the "science" underlying the destruction of the forests. This is equivalent to leaving the fox in charge of the chook pen.
