He also warned the Victorian Government it was "on notice", with the Greens planning a strong campaign in the state election.
Senator Brown said the Greens had won control of the former Labor stronghold City of Yarra and snared a seat on the staunchly Labor City of Moreland council.
The party had also won a seat on Apollo Bay Council, on the south coast, where the battle to save Otway Ranges forests had highlighted environmental concerns.
"It would be wrong not to say that this has national ramifications,"
Senator Brown said of the council poll successes. While talking up the
Greens in all levels of government, he declined to confirm reports that
leading Victorian trade unionist Dean Mighell had quit the ALP to join
the Greens.
